At its retreat in early May 2002, the Oasis/California board discussed and fine-tuned the "New Program Plan" drafted at its retreat in June 2001. The board celebrated its accomplishments in clarifying the covenant congregations process and making it more affirmative of the life of congregations in process; creating the list of self-identified glbt-friendly congregations in addition to the covenant congregations program; growing collaboration with other church organizations, locally and nationally; adding emphasis on advertising, including the gay press; encouraging planned giving; and noting the importance of including development/fundraising as a part of Oasis communications.

Specific comments about the Plan affirmed the willingness of the board to hold up the entire program, even while realizing that the current board and volunteers cannot accomplish all of it and that Oasis/California's ministry and work will inevitably reflect the passions, interests, skills, and time constraints of volunteers and board members at any given time.
